Richard Locke Sparks, age 78, of Rome, Georgia, passed away peacefully on May 28, 2026, surrounded by the love of family and leaving behind a legacy that will long be remembered throughout the community he faithfully served.
For decades, Richard was more than a law enforcement officer, he was a trusted leader, a mentor, a protector, and a friend to countless people. As Captain of the Floyd County Police Department, he dedicated his life to serving others with honor, courage, and integrity. His leadership was marked not only by the badge he wore, but by the compassion he showed, the wisdom he shared, and the respect he earned from those who worked alongside him and those he served.
Born on October 6, 1947, in Rome, New York, Richard was a man whose life reflected hard work, dedication, and a genuine love for people. After graduating from East Rome High School in 1965, he attended Clemson University, where he graduated in 1969. His commitment to excellence later led him to the prestigious FBI Academy in Quantico, Virginia, an achievement he carried with great pride throughout his distinguished law enforcement career.
Richard never believed in doing anything halfway. Whether serving his community, supporting his family, or helping a friend in need, he gave his whole heart. Known for his tireless work ethic, he often worked multiple jobs throughout his life, not because he had to, but because providing for those he loved and helping others came naturally to him.
To know Richard was to know kindness. He never met a stranger and had a remarkable gift for making people feel welcomed, valued, and respected. He was the kind of man who quietly stepped in when someone needed help and never expected recognition in return.
Richard’s love for Clemson University extended far beyond his own college years. A lifelong Clemson Tigers fan, he proudly cheered for the Tigers every season and helped numerous young men pursue their dreams of attending Clemson themselves. His encouragement opened doors and changed lives, creating opportunities that many never forgot.
He was equally passionate about NASCAR, attending races for more than forty years without missing the opportunity to enjoy the sport he loved. Whether at a racetrack, a football game, or supporting local athletes closer to home, Richard was always cheering someone on. He took great pride in the success of others and was one of the community’s biggest supporters.
A man of faith, Richard was Presbyterian and was always happy to attend Pleasant Valley North Baptist Church alongside his wife, Deborah. His faith was evident not only in what he believed, but in the way he treated people with grace, humility, and compassion.
On August 3, 1985, Richard married the love of his life, Deborah Touchstone Sparks. Together they shared a beautiful life built on faith, commitment, laughter, and unwavering devotion. Their marriage was a testament to enduring love and partnership.
Richard’s greatest pride was his family. He is survived by his loving wife, Deborah Touchstone Sparks; son, Jason M. Gilbert; daughters, Kelly G. Gribble and Angela S. Settlemoir; grandchildren, Hunter Settlemoir, Jackson C. Gribble, Jordan E. Gilbert, Kayci Lynne Edwards, Benjamin J. Gilbert, Kaiden Edwards, and Journey Sheila Grace Hutchens; great-grandchildren, Harrison, Isabella, and Braxton Bragg; nephews Fred Ludden, of Christiansburg, Virginia; Jim Ludden, of Columbia, South Carolina; and Tom Ludden of Charlotte, North Carolina.
He was preceded in death by his parents Fredrick & Hazelene Sparks, his father-in-law and mother-in-law, Henry and Mavis Touchstone; his brother-in-law, David F. Touchstone; and his sister, Martha M. Ludden.
The measure of a life is found not in titles earned, but in lives touched. Richard’s life was one of service, sacrifice, generosity, and love. He leaves behind a community that is safer because of his dedication, a family that is stronger because of his love, and countless friends whose lives were enriched simply by knowing him.
Family and friends are invited to celebrate Richard’s life on Thursday, June 4, 2026, at Good Shepherd Funeral Home. Visitation will be held from 11:00 a.m. until 1:00 p.m., followed by a funeral service at 1:00 p.m. officiated by Pastor Mac Mc Curry and Chaplain David Thornton. Interment will follow at Eastview Cemetery.
Though Captain Richard Locke Sparks has answered his final call, his legacy of service, strength, integrity, and kindness will continue to live on in the hearts of all who knew and loved him.
